is.evaluation.notesThis report produced by FSC Sweden describes the functioning of the complaints procedure within FSC. Based on three case studies in Sweden and Norway, the authors highlight shortcomings and advantages of the system. They also make some recommendation for improvement at both FSC national and international levels.
is.evaluation.notesMain shortcomings of the complaint procedure are lack of clarity of the complaint procedure, ambiguities among the various standards and procedures used by different certification bodies. It has also been reported that the high costs and time consuming procedures are drawbacks.
is.evaluation.notesIt is highlighted that positive effects of the complaint procedure is to allow stake-holders to influence forestry, to increase forestry' companies sensitivity to other stakeholders' opinions.
is.evaluation.notesThe authors propose the following improvements: more transparency in the complaints procedure, the inclusion of the type of information certificate holders should present on their Website to increase transparency, the coordination by certification bodies of how complaints are processed.
is.evaluation.notesIt is also advised to increase clarity about possibilities and limitations of the procedure so complainants have realistic expectations. On the other hand complainants should be patient with the procedure and avoid putting pressure on the parties with public actions and risking undermining trust.
