is.evaluation.notes | This master thesis is a case study about the various impacts of FSC certification in Estonia, by using the case of the Estonian State Forests. This done by conducting interviews, qualitative and quantitative and evaluating the correctice action requests issued during the Annual Audits. Many improvements are stated in the study as a result of the certification process. Especially environmental and social impacts could be found as positive outcomes. Negative outcomes in the case of the Estonian Stete Forests are, that the Forest Management wasn't improved in regard to more sustainable practices, that the participation of the local communities didn't increase and that the financial benefits didn't appered. Table 12 with perceived positive and negative impacts is usefull (page 60).
is.evaluation.quotes | Results of the study indicate improvements in many areas, especially regarding increased environmental awareness and reputation. Significant improvements were also observed in preservation of biological elements on clearfelling sites, work safety and control of environmental risks during forest management operations.
is.evaluation.quotes | Most key problems of forestry in Estonia […} have been caused by neo-liberal forest policy […] and by the period of post-Soviet transition. Certification has been seen as a solution mostly by ENGOs and by those managing their forests in a sustainable manner.
is.evaluation.quotes | The main and most extensive problem of Estonian forestry - illegal logging and illegal forestry - has remained largely unsolved with certification. Illegal activities are mainly taking place in private forests, where certification has not been successful. According to interviews with private forest owners, certification has not been successful. According to interviews with private forest owners, the implementation of certification would require too many changes and would place large resrictions on thee existing liberty of forest management decisions.
