is.evaluation.quotesThe second factor influencing ecological effectiveness is the vulnerability of existingforests and the distance of present forest practices from sustainability. It is evident that, inboth respects, there are fundamental differences between tropical and boreal forests andbetween management and use of tropical forests and forests in European countries. It istherefore not amazing that, according to empirical research, forest certification in Europewould not result in a substantial modification of forest management (Thoroe 2000, p. 22; cf.FERN 2001, pp. 18-21). However, it seems to be at least likely that, if nations comply withthe FSC or PEFC guidelines, the development toward sustainable forest management will bereinforced. This is worthwhile, although one may wonder whether it justifies the costsincurred in establishing and operating forest certification systems.
